This is Lord Zedd.  He was Goldar's second master.  He was Rita's boss as well.  Why he would be the self-proclaimed "Emperor of all that he sees" and then back off when the Machine Empire shows up is well beyond me.  While he and his minions were stuck on the moon planning to overthrow the Machines, he became like a comic relief.  So, he wasn't kept well in character either.  You could look at Lord Zedd like one of those drawings where you could ask, "Is this a vase or two people talking?"  When you look at his exposed brain, you could call him ugly, but look at the rest of him.  If anyone knows about bodybuilding, it's this guy.
